The general purpose of the Handbook is to give urban managers in developing countries an overview of the general process of urban air quality management. The tools found in the Toolkit portion of the Toolbook for example, the case studies, spreadsheets, simple mathematical models, and maps – are designed to give an indication of the seriousness of air pollution in order to encourage policymakers and stakeholders to support strategy development, action planning, and implementation of proven practices to deal with air quality issues.
