Role of the Steering Committee

The role of the Steering Committe for the Ten Step Plan for Safer Road Infrastructure Pilot Project in Tanzania includes:

  • Providing strategic and policy guidance on establishing and enhancing the National Road Safety System in Tanzania;
  • Conducting regular meetings to review progress of the project and providing direction and recommendations to ensure that the agreed milestones are achieved on time and deliverables are produced to a satisfactory standard;
  • Ensuring the project makes good use of available resources;
  • Assisting with resolving strategic level issues and risks;
  • Assessing project progress and reporting on the project to the Government of Tanzania through the Ministry of Works and Transport, and the United Nations Economic Commission for Africa (UNECA) through the International Road Federation (IRF) and its partners;
  • Providing advice and guidance to the three Project Working Groups of Experts on business issues facing the project;
  • Mobilising additional resources for implementation of the project for activities considered crucial for successful implementation of the project whereby funds for carrying out the said activities has not been allocated;
  • Using influence and authority to assist the project and achieving its outcomes;
  • Reviewing and approving final project deliverables;
  • Following up and facilitating to ensure the project outputs have been put in place and institutionalised;
  • Monitoring and assessing impact of the final project outcomes/deliverables and providing advice and recommendations to the Government of Tanzania through the Ministry of Works and Transport on addressing the observed shortfalls in establishing and enhancing the National Road Safety System in Tanzania as well as achieving the objectives for the Ten Step Plan for Safer Road Infrastructure.

Reporting Structure

The National Steering Committee for the Project reports to the Permanent Secretary of the Ministry of Works and Transport in Tanzania.

Project Secretariat

The Tanzania Roads Association (TARA) shall act as the Secretariat for the National Steering Committee, and the Programme Officer to be appointed by the Tanzania Roads Association shall serve as the Project Manager and a Member of the Secretariat to the National Steering Committee responsible for coordinating the provision of all secretarial services to the National Steering Committee for the Project.
