A One Stop Border Post (OSBP) is where persons, vehicles and goods make a single stop to exit one country and enter another. Generally, its implementation includes simplification of documents and procedures and greater use of ICT.
Benefits:
- For travellers - One stop, where cars are ideally cleared in lanes and passengers do not leave their cars unless a problem is detected.
- For road transporters - One stop! Instead of the 1-3 day wait that truckers experience in many places today, many will complete formalities in a single facility and leave in less than a day. Many of the documents will be received and reviewed electronically before the vehicle arrives. If all paperwork is correct and no inspection needed, the vehicle could complete formalities in 2-3 hours. If inspection is needed, it will be done jointly thereby avoiding unloading and reloading cargo twice with the loss of time and potential damage to goods. When trucks don't move the transport companies don't make money and the cost of imports to manufacturers, retailers and consumers is higher.
- Border agencies have important jobs in protecting public health and safety and in regulating trade. They can do that job better at a one stop border post. A single immigration form can be reviewed by both countries to determine if an individual is wanted for a crime or has been denied entrance in the country before. Agricultural inspection using international standards can be done only once and jointly by the agriculture officers of both countries. Border agencies will cooperate more in identifying risks in cargo or persons, and allowing the rest to pass the border more easily.
