Non-motorised vehicles (NMVs) such as cycle-rickshaws and handcarts are an essential means of transporting people and goods in cities and towns in the early stages of economic development, particularly in Asia and Africa. NMVs are often seen as a problem by planners, policy-makers and motorists alike. In many countries, they may be seen to be an indication of poverty. In fact, NMVs play a hugely important role in urban transport and can be a positive force in providing greater choice, independence and opportunity. They are also an efficient, healthy, low-impact and environmentally-friendly means of transport. Planning for NMVs is an important part of transport planning. Action Plans need to include measures that will help overcome barriers to NMV use.
