Urban Traffic Management is the process of adjusting or adapting the use of the existing road system without substantial new road construction. When designed to enhance mobility by improving travel for "people" as opposed to "vehicles", it can contribute to reducing emissions and fuel consumption as well as assist in poverty reduction.
Traffic management is a local government activity and requires measures tailored to the local urban mobility system. Difficulties arise in developing countries due to a lack of planning and implementation capacity and the need for strong, professional traffic management agency with adequate regulatory powers and enforcement capacity.
