This chapter describes transportation management strategies that can help increase transportation affordability by reducing user financial costs for Basic Access. This is an important Equity issue. Transportation affordability can be improved by strategies that improve the quality of affordable modes (such as walking, cycling, ridesharing and transit), increase the affordability of transportation services, increase accessibility (reducing the amount of travel needed to reach goods and activities), and make automobile use more affordable.
