The present document explores the relationships between transport and poverty and the role of transport
development in achieving each of the eight Millennium Development Goals. In recognition of the important
role of the transport sector in achieving the Goals, the document raises the need to consider specific
development targets in the sector. It proposes a set of targets that can be used as planning tools and for
monitoring progress in transport development. Countries are invited to share their experience concerning
interventions in the transport sector for poverty reduction and improvement of the general welfare of the
people, and discuss the issues to be considered by the Ministerial Conference on Transport.
