Toolkit for Public-Private Partnerships in Highways

The main objective of this multimedia product is to provide policy makers from low- and middle-income with some guidance to clarify public sector objectives and to set up projects characteristics accordingly, and more specifically as regards: scope of work, level of autonomy left to the private actors, performance assessment, risk allocation, cost recovery system, etc. The toolkit addresses all types of road projects regardless of their complexity and scope of work and irrespective of the term used to identify them (performance-based contracts, BOT, concessions, etc.).
