This paper focuses primarily on: lessons learned by the Bank from financing Public-Private Partnerships (PPP); legislative and other policy issues that need to be addressed in developing national PPP programmes; catalytic role the Bank can play in this form of private sector financing of public infrastructure services. It examines in particular the main principles that have governed EIB’s involvement in PPPs and provides a summary analysis of the Bank’s exposure to PPPs.
