Rural Road Maintenance

This document is concerned with rural road maintenance in the Asia region. The
term “rural roads” is often used imprecisely. Some countries use it to define all
roads which are not national or secondary roads. Others put tertiary roads, which
are part of the publicly owned network, together with other local roads which are
not included under the responsibility of the government. In this report rural roads
have been defined as all publicly owned roads whose primary purpose is to provide rural
villages and communities with direct access to economic and social services.
