Global anthropogenic greenhouse gas (GHG) emissions are rising rapidly, and the transport sector is one of the largest and fastest growing GHG sources. For example, between 1990 and 2002, transport-related CO2 emissions doubled in China, Indonesia and South Korea, and further substantial increases are expected unless strong action is taken.
