Towards the late ’80s, the Argentine Republic was confronted with an economic emergency. This was an incentive to look for ingenious solutions that could help overcome the various obstacles that hindered the development of the country which, in this particular case, was the deterioration of the highway network. This report documents a project that was started, aimed at reversing this situation, involving private financial efforts.
