Impact of Better Traffic Management

Traffic management can improve the flow of traffic on the roads, reducing emissions per vehicle kilometer
traveled and enhancing urban mobility. But if it generates extra traffic, does it necessarily reduce air pollution
by vehicles? This note addresses the question of how traffic management policy can be best implemented to
achieve both significant mobility and environmental benefits.
