Dr Doan Thi Phin, Deputy Director of Vietnam’s Transport Development and Strategy Institute (TDSI), has worked for 31 years in transport research and policy in Vietnam. In an interview, she talks about progress being made through partnerships with programmes like SEACAP, and cites examples of SEACAP’s more innovative projects which have helped the Government of Vietnam to design and implement its Rural Transportation Strategy, and reduce poverty in rural communities by opening up access to schools, health centres and markets.
