Communication on PPPs and Community Law on Public Procurement and Concessions

This communication seeks to draw policy conclusions from the PPP Green Paper consultation. It presents policy options with a view to ensuring effective competition for PPPs without unduly limiting the flexibility needed to design innovative and complex projects. It illustrates in particular the options to provide legal certainty on concessions (interpretative communication or legislative initiative) and the content of a possible interpretative communication on institutionalised PPPs.
