POLICIES FOR THE URBAN POOR IN HARARE,
ZIMBABWE

This report presents the findings of a study conducted in Harare, Zimbabwe on Activity
Patterns, Transport and Policies for the Urban Poor. The study, which covered
two other countries, Ghana and Sri Lanka, was sponsored by the UK Department for
International Development (DFID). The principal aim of the study was to ascertain the
ways in which transport influences how well other sectors operate and deliver benefits
which contribute to sustainable livelihoods of the urban poor. The study initially looked
at three sectors, namely, health, education and employment. Following the initial
investigation, the study then focused on the employment sector as the priority concern
of low income urban communities. The report is divided into 5 sections. This
introductory section puts the study into context by giving a background of the country
and city of Harare. The second section spells out the methodology and describes the six
sites studied. Section 3 briefly covers the training and capacity building that resulted
from conducting the study. Study findings are presented in Section 4, which has three
subsections. The first subsection looks at policies in the three sectors of health,
education and employment. The second subsection briefly describes the current position
regarding the provision of transport in respect of the three sectors. The last subsection
discusses the findings of the research conducted. Finally, Section 5 rounds off the study
by summarising the study
