Public-Private Partnerships for Highways Infrastructure: Capitalizing on International Experience

An International Scanning Team sponsored by FHWA and AASHTO looked into policies and practices of private sector involvement in the delivery of highway infrastructure. The team visited Spain, Portugal, United Kingdom and the states of Queensland, Victoria and New South Wales in Australia. This report documents the key learning points and findings as well as recommendations based on these.

Some highlights of the principal findings are:

  • In mature PPP markets a PPP-approach for project delivery is selected by governments based on a value-for-money or feasibility analysis.
  • The necessary public sector mindset and skills for PPP programs differ substantially from those needed for conventional contracting.
  • Public agencies recognize the long term character of the partnership and focus on sustaining this relationship.
