Working Together – Assessing Public-Private Partnerships in Africa

This study, performed by SAIIA within the NEPAD Policy Focus series, contains a review of 15 years of Public Private Partnerships in sub-Saharan.
Africa in all domains. It is aimed to provide governments and the private sector parties recommendations based on the past experiences. The study comprises eight case studies throughout different infrastructure domains; the N4 toll road project between South Africa and Mozambique was looked at for the purpose of learning from road infrastructure PPPs. The overall conclusion of the report is somewhat hesitant, indicating that PPPs can bring overall benefits, but at the same time referring to the current lack of skills and competence to deal with such complex contractual arrangements.
