SEACAP 14. Research into the Role of the Private Sector in Rural Transport. Final Report, Volume 1: Executive Summary and Main Report

This study assesses the capacity and constraints to private sector participation in rural transport infrastructure, consulting and services in Vietnam. The study concludes that private enterprises are ready, and the legal environment adequate, to see an increased role for the private sector in rural transport. There remain problems of legal compliance, which are symptomatic of local cartel arrangements (“managed markets”), and unclear delineation of state management and commercial roles.

This report details the objectives of the study, the private sector context, infrastructure services, rural transport services, recommendations, and implications for RT3 and donors.
