Overseas Road Note 21: Enhancing the mobility of disabled people: Guidelines for practitioners

Overseas Road Note 21 “Enhancing the mobility of disabled people: Guidelines for Practitioners” is aimed at improving access to transport and hence reducing mobility barriers of disabled and poor people in both rural and urban areas of developing and transition countries. Although basic problems faced by disabled travellers are similar worldwide, access solutions cannot simply be transplanted from developed to developing countries as priorities, resources, and operating conditions vary greatly. The Road Note utilises principles of universal design to improve access to pedestrian and public transport systems for all users, and aims to encourage greater access to transport (including public transport) in an effort to transform the livlihoods of disabled people and their immediate families. This in turn will provide opportunities of education, employment, health care, and produce the option for social and recreational activities.
