Paper published in the World Bank Transport Papers series looking into contracts and unit costs.
A specialised dataset was generated for the road sector contracts under World Bank-funded projects in 14 countries in Europe and Central Asia. The study establishes a framework for cross-country comparative assessments of the procurement and implementation processes of road works contracts financed by the Bank.
The paper looks into trends and key indicators, such as contract values and cost overruns, awarding of contracts to local or foreign firms, average unit costs variances, and examines a number of potential procurement and implementation problems.
